To the Waterfall POA Board of Directors, It has come to the ARB’s attention that the POA Board plans on installing a PVC fence along the rear perimeter of the Common Area between Lot 14 and Lot 15. It is and has always been the policy of the ARB to prohibit PVC fences except when used to support gates at the end of privacy walls. PVC fences are out of character with the architectural standards of the community and detract from the community’s overall appearance.
Installing fifty feet of eight-foot-high PVC fencing (with or without a gate) in a highly visible location would, in the opinion of the ARB, violate the community’s architectural integrity and harm Waterfall’s reputation as an up-scale community. The ARB recognizes that it does not have authority over Common Area, however it has an obligation to protect the design standards of the community and those standards are threatened by the POA Board’s decision to install a PCV fence.
From a practical point of view the POA Board’s installation of a highly visible and expansive PVC fence would effectively establish a new community standard making it difficult, if not impossible for the ARB to maintain its policy of no PVC fencing visible from Common Area.
It is indisputable that the installation of the proposed PVC fencing in place of a standard privacy wall is a major departure from current standards and will significantly impact the community’s appearance. When the ARB was asked to approve the installation of solar panels it faced a similar situation in that the installation would be a significant departure from the then current standards. The ARB recognized the long-term impact its decision would have on the community’s appearance and rather than simply impose its own opinion, it asked all homeowners for their opinions.
For the above reasons the ARB is against the installation of PVC fencing and asks the POA Board to reconsider its decision. For the same reasons the POA Board should allow all homeowners to have a say before proceeding with the installation of the PVC fence. The community has a right to be heard on a matter this important.
Finally, the ARB asks that in the spirit of cooperation between the two boards, the POA Board authorize CAM to publish this email so the community is aware of the ARB’s position.

The ARB does not have authority over the Common Areas but it is responsible for the architectural integrity of the community. In fulfilling its duties the ARB passed on its opinion on the proposed PVC wall with a request that the e-mail be forwarded to all homeowners. That request was denied.
